New Approaches to Compliance with Arms Control and Nonproliferation Agreements

Michael Moodie is President of the Chemical and Biological Arms Control Institute in Alexandria, Virginia. He is a former Assistant Director of the U.S. Arms Control and Disarmament Agency, where he had responsibility for a range of arms control matters, including negotiations concluding the Chemical Weapons Convention and issues related to the Biological and Toxin Weapons Convention. Dr. Amy Sands is Deputy Director of the Center for Nonproliferation Studies and a Research Professor at the Monterey Institute of International Studies. From 199496, she was Assistant Director of the Intelligence, Verification, and Information Management Bureau at the U.S. Arms Control and Disarmament Agency.
